I tried tightening the only thing that holds the Axel in place but it just keeps sliding over every time I turn. I'm new to this shifter kart stuff so I need to know what's wrong

You should have 2 set screws in each bearing, and then for extra insurance get some axle collars and place them next to the bearings. Some people put them on the outside of each of the outside bearings, some put them in between the 2 that are close together. That should cure the issue.

I don't have axel collars but I think my bearings might be going out, where can I get new ones?

I would check with Dave or A.B. @ 3G, or Fastech Racing. Both supporters of the club. Just need to know what size axle and they should be able to set you up. Get some collars if you don't have them. Just buying new bearings probably won't solve the axle moving. Also check your set screws and make sure they are the kind with the "knurled" end, helps them to get a better hold.
