Radiator return tank empty!!!!!

Just bought a shifter kart,,2008 crg with appears to have a honda 125cc .,I know for usre its a honda 125 cc..,any way the radiator return tank is empty and has no cap??? The last owner sed to keep it wothout a cap .,,?? Incase any liquid drains out..,What do you guys think avout all this? Thanks for the input
